President
As president, Tracy Marks leads the company’s four distinct business segments – Toll Systems, ITS Solutions, ITS Construction, and Customer Service Centers. Having joined the company in 1993, he served most recently as senior vice president of both the Southern U.S. and international regions. He also served as general manager of United Toll Systems, now a growing product division within TransCore.
Throughout his tenure with the company, Mr. Marks has gained in-depth experience in the design, development, integration, testing and maintenance of various components of intelligent transportation and electronic toll collection systems.
Mr. Marks earned a B.S. degree in Electrical Engineering from the University of Kentucky and holds a Professional Engineer license in multiple states.
Senior VP Toll Systems
Whitt Hall is senior vice president of toll systems, overseeing the development, growth, and performance of TransCore’s largest business segment. He is responsible for all toll systems products, projects, and staff, ensuring TransCore’s customers are fully supported by dedicated, empowered professionals and the latest TransCore technology. Previously, Mr. Hall oversaw TransCore’s South-Central Region.
A Professional Engineer in the State of Texas, Mr. Hall holds a Bachelor of Science in Civil Engineering from the Virginia Military Institute and a Master of Science in Transportation Engineering from the University of Texas in Austin. He joined TransCore immediately after completing his graduate degree. Over the years, Mr. Hall has led some of the country’s most innovative toll system designs and integrations, and challenging project delivery schedules, and is a key member of the executive team.

ITS Solutions
Michael Mauritz is a senior vice president of TransCore’s Intelligent Transportation Solutions practice, which includes a complete range of services from planning and design through construction, as well as system operations and maintenance for both traffic management systems, electronic toll systems, and access control systems.
A Registered Professional Engineer in five states, Mr. Mauritz has over 26 years of engineering and management experience. He holds a Bachelor of Science in Civil Engineering from Northeastern University.

ITS Services
As senior vice president, Tim Fischer oversees operations of the Intelligent Transportation Systems (ITS) Services practice across the country. He has 25 years of experience in the planning, design, deployment, integration, and operations of ITS systems.Over the years, he has managed some of the country’s most complex projects, including large scale design-build and bid-build programs specializing in deployment of advanced traffic management systems, emergency command and control centers, and software technology and integration.
He is a registered Professional Engineer in five states and holds a Bachelor of Science in Civil Engineering from the University of Wisconsin – Milwaukee.
Senior VP
Customer Service Centers
Marlo Gooch has over 21 years of combined experience in accounting, budgeting, forecasting, financial management, and service center operations. As senior vice president for TransCore, she is responsible for overseeing all TransCore operated customer service centers (CSCs).
As corporate operations controller, she has set up new accounting departments within TransCore-operated CSCs and violation processing centers (VPCs), and has worked directly with customers to establish daily and monthly financial reporting. She also works closely with the development team to ensure accurate and auditable financials, as well as with bank and credit card processors to ensure timely and accurate posting to the customer’s account. She has also worked with internal and external auditors to ensure compliance with the SOC 2 Audit and other external audits. A certified public accountant, Ms. Gooch holds a Bachelor of Business Administration in Accounting from Texas A&M University.
West Managing Director
As a vice president and regional manager, Chris Hall is responsible for TransCore’s clients and day-to-day operations in the Western United States. He began his tenure at TransCore in 2000 and has over 15 years of engineering and project management experience in the transportation industry, and more than 19 years of experience designing, developing, and deploying information technology systems. Mr. Hall has managed a wide range of ITS and toll projects, including projects for the Transportation Corridor Agencies, Santa Clara Valley Transportation Authority, Washington State Department of Transportation, and Los Angeles International Airport. He has also served as the firm’s responsible officer and project principal for many of TransCore’s clients, including the Bay Area Toll Authority, the San Diego Association of Governments, the San Francisco International Airport, and the Portland International Airport.
Mr. Hall earned his Bachelor of Science in Business Management from Northeastern University and holds the Project Management Professional (PMP) and Stanford Certified Project Manager (SCPM) certifications.
Senior VP Congestion Pricing Systems
As Senior Vice President for Congestion Pricing Programs, Mr. Holley oversees TransCore’s growing Congestion Pricing toll program based in New York City. He joined TransCore in 2008 and most recently served as Managing Director for TransCore’s Southwest Region based in Houston, Texas, where he oversaw tolling and ITS design, construction, and maintenance projects for clients in Texas, Oklahoma, Louisiana, Kansas, Louisiana, and Nevada.
Mr. Holley holds a Bachelor of Science in Civil Engineering from Auburn University. He is a licensed Professional Engineer in several states, as well as a Professional Traffic Operations Engineer.
Southeast Managing Director
As senior vice president, Patrick Shortal is TransCore’s Managing Director for all business segments in Florida and in the Southeast Region. With over 24 years of transportation experience, Mr. Shortal has served in both public and private sectors, including his tenure as chief of engineering for PortMiami until 2012 and with the Florida Department of Transportation in the 1990s. Over the past decade, Mr. Shortal has managed design-build and alternative delivery of several public-private partnerships (P3) projects, as well as various open-road tolling conversions and intelligent transportation systems throughout Florida.
Mr. Shortal holds a Bachelor of Science in Civil Engineering from the University of Miami, and is a registered Professional Engineer in Florida.
Mid-Atlantic Managing Director
As vice president and managing director, Jack Henneman oversees TransCore’s clients and operations for the Mid-Atlantic Region. With over 25 years of experience in transportation technology, operations, and strategic consulting for state and local governments, Mr. Henneman brings a wealth of experience managing multi-agency tolling implementations encompassing customer service center solutions and lane operations. Over the years, Mr. Henneman has led some of the largest toll system implementations, including migration of 1.3 million customer accounts to the New Jersey E-ZPass system, and the creation of the Bay Area Toll Authority FasTrak program. He supported the Florida Turnpike Enterprise with the operation of SunPass customer service centers along with the development of the centralized electronic toll system back office. Mr. Henneman has also managed outsourced services, and technology solutions in toll and transit electronic payment systems, as well as port, commercial vehicle, and motor vehicle service business units.
Mr. Henneman holds a Bachelor of Science in Geography from Northern Illinois University where he has completed course work for a Master of Science in Geography.
Middle East Managing Director
With over 25 years of experience in the Middle East region, Karim Rizkallah manages TransCore’s Dubai regional office and businesses in the Middle East and North Africa. He is responsible for overseeing current projects and on-going operations in the region, as well as business development, client relations, and growth strategy.
Mr. Rizkallah holds a Masters in Business Administration from American University in Dubai, United Arab Emirates.
Northeast Managing Director
Mr. Persaud holds a Bachelor of Science in Technical Management from DeVry University in New Jersey and is pursuing his MBA from Kean University, New Jersey.
Southeast Tolls Program Director
As tolls program director, Jim Wilson oversees numerous projects and operations in the Southeast region. Over his 22-year career, he has worked closely with agency leadership at Florida’s Turnpike Enterprise, Illinois Tollway, Ohio Turnpike and Infrastructure Commission, Puerto Rico Highway and Transportation Authority, and the Roads & Transport Authority in Dubai, just to name a few. Mr. Wilson currently serves as the Chair of the Operations Committee for the International Bridge, Tunnel, and Turnpike Association (IBTTA), and is a graduate of the IBTTA Operations Academy Senior Management Program and Leadership Academy.
Mr. Wilson holds a Master of Science in Project Management from the University of Wisconsin-Platteville and a Bachelor of Science in Technical Management from DeVry University Online. He also earned a Project Management Professional Certification from the PMI Institute.
Tolls Program Director
Having served in the transportation industry for nearly 30 years, Barry Mickle brings a wealth of experience in finance, roadside toll collection systems, customer service center and back office systems, and operations. As tolls program director, he is responsible for the management and oversight of some of TransCore’s largest toll system integration projects. Prior to joining TransCore, Mr. Mickle spent over 20 years as a dedicated public servant to the States of North Carolina and New York.
Mr. Mickle holds an Associates of Science degree in Business Management and Administration from Dutchess Community College, and a Bachelor of Science in Accounting from State University of New York, New Paltz.
VP, Infinity Product Manager
Mr. Almond has completed numerous Advanced Electronics training programs as a member of the U.S. Navy with specialization in HF & UHF Communications, Radar, Computing and Cryptography.
Vice President, Infinity System Software
With over 30 years of experience in system software design and development, Venta Cotton leads the software development team for the Infinity tolling solution products. Since joining TransCore 10 years ago, Ms. Cotton works directly with our customers to understand their requirements and provide operational solutions that meet their individual business needs. Her experience with a host of technologies and architectures and ability to create innovative solutions make her uniquely qualified to lead the direction of TransCore’s roadside toll collection solutions team.
Ms. Cotton holds a Master of Science in Computer Science from The Johns Hopkins University, and a Bachelor of Science in Mathematics from Pennsylvania State University, State College.
Executive Vice President, Chief Technical Officer
As TransCore’s chief technical officer and executive vice president, Kelly Gravelle oversees the research and development of TransCore products and technology initiatives, including the development of next generation transportation applications. During his tenure, Mr. Gravelle has led the effort to develop major tolls systems in operation or being deployed throughout the world by TransCore. He also led the development strategy for a groundbreaking series of multi-protocol RFID readers and tags.
Before joining TransCore, Mr. Gravelle served as a vice president at Mark IV Industries Ltd., where he was responsible for strategic planning, new product development, customer service, and marketing for the IVHS Division of the company. He holds a Bachelor of Science in Electrical Engineering with a minor in Computer Engineering from McGill University, and has also earned the title of faculty scholar.
Vice President, Engineering & Manufacturing
As Vice President of Engineering and Manufacturing, Dale Scott is responsible for the development and production of all RFID products at the technology center in Albuquerque, New Mexico. Having joined the company in 1992, he brings a wide breadth of experience that has led to increasingly responsible positions, including electronic analog and logic designer, RFID tag and ASIC designer, technical lead, manager of hardware logic group, and director of engineering.
During his career, Mr. Scott has earned four patents directly related to RFID tags, readers, and systems, including the widely-adopted windshield sticker tag and multiprotocol operations in tolling. He holds a Bachelor of Science in Electronic Engineering and a Master of Business Administration.
Executive VP, Chief Financial Officer
Gary Bucciarelli joined TransCore in August 2016. Previously, he was with Aesynt, Inc., a medication management solutions provider, for two years where he served as Chief Financial Officer and Chief Administrative Officer. Before Aesynt, he served 21 years in various roles of increasingly responsible leadership positions at Bayer Healthcare (and MEDRAD, Inc. prior to its acquisition by Bayer Healthcare). At Bayer he led Finance, Human Resources, Information Technology, and Business Development, among other teams, and directed several Business Units. He started his career at Coopers & Lybrand, now PriceWaterhouseCoopers.
Mr. Bucciarelli holds a Bachelor of Science in Business Administration from Saint Vincent College in Latrobe, Pennsylvania.
Senior VP, Corporate Development
Mr. Terry holds a Bachelor of Electrical Engineering from the Georgia Institute of Technology. He is also a licensed Professional Engineer in six states. Mr. Terry began his career with TransCore and led TransCore’s ITS business and then led the design, development, construction and launch of TransCore’s Salik toll collection system in Dubai. After returning from Dubai, he launched and ran an ITS services business based in California for nine years, serving as COO.
Corporate Controller
Michael Crotty joined TransCore in 2007 as a division controller. Previously, he served as Senior Manager of Financial Reporting for Rite Aid Corporation, a publicly traded national pharmacy chain where he was responsible for both internal and external financial reporting. Over the years, he held positions in Rite Aid’s internal audit department and also managed the finances for Rite Aid’s charitable organization, the Rite Aid Foundation. Prior to joining Rite Aid, Mr. Crotty performed both financial and IT assurance services with Ernst & Young, a multinational professional services firm. Prior to Ernst & Young, he worked for regional CPA firm, McKonly & Asbury. He was also Controller for Tracking Systems Corporation, a privately held in-home criminal monitoring company.
Mr. Crotty holds a Bachelor of Science in Accounting from Penn State University and is a certified public accountant (inactive status).
General Counsel, Senior VP, Legal Affairs & Contracts
Ms. Flowers received a Bachelor of Science in Civil Engineering from Tennessee Technological University and a Master of Science in Civil Engineering from McNeese State University. She received her law degree, summa cum laude, from the University of Tennessee College of Law. Before turning to law, Paula served as an environmental compliance engineer for Lockheed Martin Energy Systems at the U.S. Department of Energy’s Y-12 Plant in Oak Ridge, Tennessee.
